"Clerical Branch of the Service", an action which is tanta- mount to reducing it to the status of the "Clerical List of the Subordinate Ŏivil Service of Hongkong as approved by the Secretary of State in his despatch No. 244 of 19th July, 1901, and which was "a complete classification of the whole Súbor- dinate Service" (vide 0.0.D. No. 402 of 21st December, 1900). I was gazetted as Superintendent of Accounts, Correspondence & Stores, the post also appearing in the Government Gazette of 10th October, 1902, bracketed in equal status with other three Executive Officers of the Public Works Department. The post, so long as I occupy it, belongs to the Senior Service, a fact which in relation to myself has never before been in question, but was officially confirmed and recognized as such by the Governor and Executive Council under the following circumstances.

In carrying out the instructions conveyed in 0.0.D. 402/1900, Governor Sir Henry Blake appointed the Captain Superintendent of Police, and the Colonial Treasurer, a Com- mittee to draw up tables classifying the Subordinate Civil Service, (vide 0.0.D. No. 244 of 19th July, 1901, for approved list). My post was originally inserted in the Committee's draft under the title of "Accountant", Public Works Department, (vide enclosure No. 3, page 1504, Government Gazette of 31.8.01). For obvious reasons I objected to such a course being adopted during such period as I continued to occupy the post, and my objection was supported by the Director of Public Works, My appeal against this course was upheld by the Governor-in-Gounoil, the post being omitted from the subse- quently approved classification (vide enclosure No. 1 of Hongkong despatch No. 202 of 1901), published complete in Government Gazette of 31.8.1901, page 1510. Governor Sir Henry Blake in this connection decided, on my representations, that the title should be changed to "Superintendent of Accounts, Qorrespondence & Stores", so that in future the senior status of the post might be clearly indicated and understood. The notification (No. 154 of 15,3.01) of the change was duly published in the Government Gazette of 16th March, 1901. In the paper (C.8.0. 666/1901) containing the decision, it was set forth in the following words that, whilst I occupied it, the post was not in the clerical service;- "It is clear that "Mr. Wood ranks with the Officers of the Department, and not "with his clerical staff".

11. The post had been apparently earmarked to be in- oluded in Olass % of the Subordinate Service List after I had organized and vacated it, (vide published statement to that offact at page 1517 para.2 - of Government Gazette of 31.8.01).

12. It was in view of the foregoing circumstances that Sir F. Lugard addressed his despatch No. 59 of 21st February, 1911, in which he recommended, for reasons stated, a "personal" allowance of £120 in two increments, the second to be condi- tional to the continued absence of promotion for three more years, "bringing his pensionable salary up to a maximum of £720 per annum" (vide paragraph 2 of his despatch). Paragraph 3 of his despatch shows conclusively that he entirely elimin- ated the duties and pay of the post of "Superintendent of Accounts, Correspondence & Stores" from his consideration. The latter fact unfortunately escaped Sir H. May's notice. The Special oircumstances, and the absence of promotion, together alone decided the grant of the pensionable personal allowance in question. But for that oversight there appears lao ground to suppose that Sir H, Hay would have refused the
